Surety bonds in San Antonio, Texas — issued fast by Houston's specialty bond agency.
From our Houston office, serving San Antonio statewide.
San Antonio runs the most layered municipal bond stack of any Texas city — sidewalk ($2K), right-of-way ($10K per permit or $100K blanket), and sign contractor ($45K). We file all three regularly at the Cliff Morton Center. Plus every Texas state bond SA businesses file: auto dealer, freight broker, notary, bonded title, contractor, court, and fidelity. Cliff Morton Center-ready forms
We use the current SA Development Services and SA Public Works bond forms, surety-sealed and executed the same day. No rejected filings at the 1901 S. Alamo counter because the form is wrong, the seal is missing, or the obligee language is generic.
San Antonio Code fluency
We read SA Code Chapter 29 Article III (sidewalk / curb / gutter $2K bond), the SA Public Works ROW Permit bond schedule ($10K per permit or $100K blanket), and the SA Development Services $45K sign contractor requirement — so you don't argue with the inspector about which bond satisfies which permit.
Statewide reach from Texas
Every Texas state bond SA businesses need — auto dealer, freight broker BMC-84, notary, bonded title, mortgage broker, public adjuster, TABC — written by the same agent who writes your San Antonio city bonds. One office, one application.
The bonds the City of San Antonio actually requires.
These bonds are required by City of San Antonio ordinance or SA Development Services / SA Public Works rule — not by a Texas state agency. You file them at the Cliff Morton Center on South Alamo, not in Austin.
Sidewalk / Curb / Gutter Contractor
$2,000Required under SA Code Chapter 29 Article III for contractors performing sidewalk, curb, and gutter construction or repair in the public right-of-way. Annual term. Flat-rate premium typical.
View bond →Right-of-Way Permit Contractor
$10K / $100KRequired by SA Public Works for any contractor opening or working inside the public right-of-way — utility cuts, fiber installs, paving restoration. File a $10,000 bond per permit or a $100,000 blanket for the year.
View bond →Sign / Billboard Contractor
$45,000Required by SA Development Services for any contractor erecting, altering, repairing, or maintaining signs and billboards inside SA city limits. One of the highest-amount city sign bonds in Texas. Annual term.
View bond →Issued by Texas state agencies — we write them for San Antonio clients daily.
These bonds are statewide. The amount, term, and obligee are identical for an SA dealer and a Houston dealer. Filing happens at a state agency (TxDMV, TX SoS, TDI, TDSML), not the City of San Antonio.
| Bond | Amount | Term / Agency |
|---|---|---|
| Texas Auto Dealer | $50K | 2yr (TxDMV) |
| Freight Broker (BMC-84) | $75K | Annual (FMCSA) |

| Texas Mortgage Broker | $25K–$50K | Annual (TX DSML) |
| Public Adjuster | $10K | Annual (TDI) |
| TABC Alcohol | Varies | Annual (TABC) |
| Medicare / DMEPOS | $50K | Annual (CMS) |
| Texas Contractor License | Varies | Per trade / TDLR |
| Performance & Payment | 100% of contract | Gov Code Ch. 2253 |
A current Texas auto-dealer bond is $50K for a 2-year term issued by TxDMV — doubled from the old $25K under HB 3533. We see plenty of national pages still quoting the outdated number.

Questions San Antonio applicants ask us every week.
What municipal bonds does the City of San Antonio require?
San Antonio runs one of the most layered municipal bond stacks in Texas. The three most common are the $2,000 sidewalk / curb / gutter contractor bond under SA Code Chapter 29 Article III, the right-of-way permit bond ($10,000 per permit or $100,000 blanket) administered by SA Public Works, and the $45,000 sign contractor bond filed with SA Development Services. Contractors who work paving, ROW utility cuts, or commercial signage usually file more than one.
Where do I file my San Antonio contractor bond?
At the Cliff Morton Development & Business Services Center, 1901 South Alamo Street, San Antonio, TX 78204. The center houses SA Development Services (sign contractor licensing, building permits) and is across the campus from SA Public Works ROW permitting. Sidewalk and curb bonds are also accepted there. We email PDFs the same day and overnight original bonds when the obligee requires originals.
How much is the San Antonio sign contractor bond?
The bond amount is $45,000 — significantly higher than most Texas city sign bonds. It is required by SA Development Services for any contractor erecting, altering, or maintaining signs and billboards inside city limits. Standard-credit premium typically runs $450–$900 annually (1–2% of the bond amount). It is one of the highest-amount municipal bonds we write outside of contract surety, which is why San Antonio sign contractors often shop the rate carefully.
Do I need a separate bond for each San Antonio right-of-way permit?
You have two options. Per-permit: a $10,000 bond filed for each individual ROW permit issued by SA Public Works. Blanket: a $100,000 annual bond that covers all ROW permits pulled by the contractor for that bond year. Most utility, fiber, and paving contractors running multiple SA jobs file the $100,000 blanket because the premium difference (typically 1–3% of the bond amount) is cheaper than re-bonding every job and the paperwork is one annual transaction instead of fifty.
I bought a used vehicle in San Antonio with no title. What bond do I need?
A Texas bonded title (certificate of title surety bond). The bond amount is 1.5× the appraised value of the vehicle, the term is three years, and the issuing agency is TxDMV. San Antonio and Bexar County residents file at the Bexar County Tax Office at 233 N. Pecos La Trinidad. The bond and Form VTR-130-SOF are processed at the tax office counter. We write Texas bonded titles in about ten minutes.
Are you a San Antonio agency or based in Houston?
