Texas Credit Union Fidelity Bond Requirements (2026)
Texas credit unions answer to two fidelity bond rules, not one. The NCUA asset table under 12 CFR 713.5, plus what 7 TAC 91.510 adds if you're state-chartered.
From our Houston office, serving Dallas statewide.
Dallas Building Inspection asks for two pieces of paper most contractors forget — the $10,000 paving bond form and the Development Services Department contractor registration. We know both. Plus every Texas state bond Dallas businesses file: auto dealer, freight broker, notary, bonded title, contractor, court, and fidelity. Same-day issuance from a real Texas agent.
We use the current City of Dallas Paving Bond Form, surety-sealed and executed the same day. No back-and-forth at the Oak Cliff Municipal Center counter because the form is wrong or the seal is missing.
We read Dallas Code Chapter 43 (sidewalk, curb, gutter, driveway — §43-43 $2,000 bond) and the Dallas Building Inspection paving requirements ($10,000 bond) so you don't have to argue with the inspector about which bond satisfies the registration.
Every Texas state bond Dallas businesses need — auto dealer, freight broker BMC-84, notary, bonded title, mortgage broker, public adjuster, TABC — written by the same agent who writes your Dallas city bonds. One office, one application.

These bonds are required by City of Dallas ordinance or Building Inspection rule — not by a Texas state agency. You file them with Dallas Building Inspection at the Oak Cliff Municipal Center, not with Austin.
Required by Dallas Building Inspection for paving contractors building or repairing paving, driveway approaches, and right-of-way concrete inside Dallas city limits. Filed on the City of Dallas Paving Bond Form. Annual term.

View bond →These bonds are statewide. The amount, term, and obligee are identical for a Dallas dealer and a Houston dealer. Filing happens at a state agency (TxDMV, TX SoS, TDI, TDSML), not the City of Dallas.

A current Texas auto-dealer bond is $50K for a 2-year term issued by TxDMV — doubled from the old $25K under HB 3533. We see plenty of national pages still quoting the outdated number.
Call (281) 484-8320 or start online. Tell us the bond, the amount, and the obligee. No credit pull for most license bonds.
Same-day approval on flat-rated bonds. Credit-tier bonds (auto dealer, freight broker) typically clear in hours. Larger contract bonds run through prequalification.
Bond emailed on the obligee-approved form. We courier originals to 320 E. Jefferson Boulevard (Dallas Building Inspection) or file directly with TxDMV, TX SoS, or TDI as needed.
A $10,000 surety bond filed with the City of Dallas Building Inspection on the Paving Bond Form. It is required of contractors who construct paving, sidewalks, driveway approaches, curbs, or gutters in the public right-of-way inside Dallas city limits. The bond runs to the City of Dallas as obligee and protects the city from defective workmanship and code violations on right-of-way concrete and paving work.
At the City of Dallas Building Inspection counter inside the Oak Cliff Municipal Center at 320 E. Jefferson Boulevard, Dallas, TX 75203. Dallas Development Services processes the contractor registration and accepts the executed paving bond on the City-approved Paving Bond Form. We email or courier the original bond the same day you apply.
No. Dallas does not have a citywide general contractor license. The city regulates by trade and activity. Paving, sidewalk, driveway, curb, and gutter work in the public right-of-way requires Dallas Development Services contractor registration plus the $10,000 paving bond. Separate sidewalk-only work under Dallas Code Chapter 43 carries a $2,000 sidewalk bond. Plumbing, electrical, HVAC, and irrigation are licensed at the state level by TDLR — Dallas enforces those but does not separately bond them.
The $2,000 sidewalk bond comes from Dallas Code Chapter 43, §43-43 and covers sidewalk, curb, gutter, and driveway repair in the public right-of-way. The $10,000 paving bond is the broader Dallas Building Inspection requirement for paving contractors performing larger right-of-way work — full-width paving, street cuts, driveway approaches connecting to a public street. Most paving contractors carry the $10,000 bond and Dallas Development Services registration; small sidewalk-only repair contractors often only need the $2,000.
A Texas bonded title (certificate of title surety bond). The bond amount is 1.5× the appraised value of the vehicle, the term is three years, and the issuing agency is TxDMV. Dallas residents file at the Dallas County Tax Office at 500 Elm Street. The bond and Form VTR-130-SOF are processed at the tax office counter. We write Texas bonded titles in about ten minutes.
